The Department of Finance has released an exposure draft of the proposed changes to the Digital ID Amendment (Redress Framework) Rules 2025, which is now open for public consultation.
The draft Digital ID Amendment (Redress Framework) Rules 2026 (the Redress Framework Rules) seeks to improve support provided to individuals who may be impacted by digital ID fraud incidents and cyber security incidents relating to accredited services within the Australian Government Digital ID System (AGDIS).
What changes are proposed?
The Department is seeking feedback on proposed changes to the rules, which include:
- Empowering the System Administrator to recommend that an accredited entity provide financial compensation to individuals impacted by a cyber security, digital ID fraud incident.
- Stronger obligations on entities, such as digital ID providers, to notify individuals impacted by a digital ID fraud or cyber security incident.
- Empowering the System Administrator to direct service providers to provide an apology or explanation to an individual that was unable to use their digital ID due to a technical issue that arose out of a digital ID fraud or cyber security incident within the Australian Government Digital ID System (AGDIS).
The consultation is open now until 5pm AEDT 1 April 2026.
