APS Net Zero 2030 Target

The Australian Public Service (APS) Net Zero 2030 Target was included in Australia’s Nationally Determined Contribution (NDC) Communication 2022 under the Paris Agreement. An updated NDC was submitted to the United Nations in September 2025.

The Target was restated in November 2022 at the United Nations Framework Convention on Climate Change Conference of Parties (COP27) meeting. Australia joined 18 other countries to launch the Net Zero Government Initiative.

At COP28, Australia released a roadmap to show how it will reach net zero government operations through its strategy.

Net Zero in Government Operations Strategy

The Net Zero in Government Operations (NZGO) Strategy was launched on 28 November 2023 and supersedes the Energy Efficiency in Government Operations policy. The NZGO Strategy complements the Government’s Commonwealth Climate Disclosure policy and Emissions Reporting Framework.

The NZGO Strategy explains how the Australian Government will achieve net zero in government operations by 2030. It seeks to drive change through people, culture and capability, and sets out practical actions to reduce emissions from sources such as:

  • electricity
  • buildings and energy efficiency
  • procurement
  • vehicle fleet
  • business travel
  • computing and data systems.
