The Service Delivery Office (SDO) is a provider of shared corporate services to Australian Government departments and agencies.
We deliver a range of essential transactional and technical services to support the day-to-day operations of our clients. These services include payroll and employment conditions, payroll administration, accounts payable and receivable, travel and expense management, and HUB solutions delivered through value streams as part of our shared services model.

Governance
The Service Delivery Office is an organisational unit within the Department of Finance. Its internal governance arrangements support effective strategic planning, decision-making, risk and control management, and help optimise operational performance.
The SDO operates within the Department of Finance’s established governance framework, leveraging existing structures, systems and processes to ensure accountability and continuous improvement.
The SDO’s governance structure includes the following key bodies:
- SDO Client Committee
Provides strategic advice to the Finance Executive Board on planning and investment decisions. It also offers operational advice to the SDO Management Committee on opportunities to improve systems, services, and performance standards. The committee focuses on medium- to long-term outcomes, aiming to enhance the overall efficiency and effectiveness of the SDO. - SDO Management Committee
Functions at the operational governance level within the SDO. It is responsible for identifying risks affecting the SDO and its clients, considering appropriate risk management strategies, and overseeing the internal control environment. - SDO Bi-lateral Meetings
Support tactical-level governance through regular engagement with individual clients to address service-specific needs and priorities. - SDO Functional Working Groups
Facilitate close collaboration between SDO subject matter experts (SMEs) and client SMEs, particularly in relation to HR/payroll and financial services. These groups help ensure consistent service delivery and continuous improvement across operations.
