Ministerial Communications Network Service Catalogue

The Ministerial Communications Network (MCN) provides secure communication services for voice, video and document transfer up to the SECRET security classification. These services support ministers and Australian Government agencies across Australia.

National Telepresence System (S01.01.01)

The National Telepresence System (NTS) provides secure, high-definition video conferencing up to the SECRET security classification. The service operates on the MCN and supports audio and video connections for agencies across Australia.

Document Transfer System (S01.01.02)

The Document Transfer System (DTS) is a secure network that connects Australian Government offices, Parliament House, and the offices of Premiers and Chief Ministers across Australia. It provides a secure digital transfer service for paper documents up to the SECRET security classification, using a digital safe‑hands approach.

Secure Executive Phone (S01.01.03)

A secure executive phone is a secure desk phone with audio-conferencing capabilities. It is designed for single person use. As a voice-only device, it is primarily used for point-to-point secure calls. You can also connect it to secure video conferencing meetings when required.

Data Carriage – Government Communications Network (GCN) (S02.02.01)

The Data Carriage – Government Communications Network (GCN) service allows you to transmit data over a dedicated government network that connects geographically diverse locations. You can transmit data up to UNCLASSIFIED security classification.

Key features

  • A metropolitan area network (MAN) that connects government offices across the ACT
  • A wide area network (WAN) that provides connectivity from Canberra to selected interstate locations
  • Flexible access speeds to meet your operational requirements

You are responsible for:

  • Data encryption
  • Routing connectivity between sites
  • Your preferred IP addressing schematics

Unmanaged data carriage 

  • End-to-end connectivity via GCN underlay network
  • You provide your own networking equipment which will connect to our customer edge (CE) at the common hand-off location (head-end) and remote site (site end)
  • Bandwidth options from 10Mbps

Managed data carriage  

  • End-to-end connectivity via GCN underlay network, including our networking equipment to serve the remote site 
  • Your end devices connect into our equipment at remote sites (site end) 
  • We connect back to your infrastructure at the common hand-off location (head end)

Data Carriage – Ministerial Communications Network (MCN) (S02.01.02)

The MCN Data Carriage service facilitates the transmission of data over a dedicated communication network to connect geographically diverse locations. The MCN Data Carriage service allows the customer to transmit data up to and including SECRET level security classified information.

Features include:

  • A metropolitan area network (MAN) that connects government offices around the ACT
  • A wide area network (WAN) that can provide connectivity from Canberra to a number of interstate sites
  • Tailored access speeds across the WAN to meet client requirements 
    • be responsible for their own data encryption
    • establish routing connectivity between sites, and 
    • use their preferred IP addressing schematics
