Updated: RMG-135 and RMG-136 Annual reports for non-corporate and corporate Commonwealth entities
RMG-135 Annual reports for non-corporate Commonwealth entities and RMG-136 Annual reports for corporate Commonwealth entities have been updated following amendments to the Public Governance, Performance and Accountability Rule 2014 on 6 May 2026.
Under these amendments, prescribed corporate Commonwealth entities are now also required to include an assessment of their performance against the Commonwealth Procurement Rules in their annual reports (non-corporate Commonwealth entities were already required to do this).
The RMG-135 and RMG-136 have been updated with additional guidance on the reporting of this assessment.
For further information on these updates, please contact procurementagencyadvice@finance.gov.au.

2025–26 Annual Reports and Digital Annual Reporting Tool access
To support timely access to DART, annual report coordinators in Commonwealth entities and companies are invited to provide details of officials requiring access, including their assigned roles, by completing the 2025–26 DART membership form. A separate form is required for each user.
Please note that returning users are also required to submit a form each year, as access is removed annually once an entity’s annual report is published on the Transparency Portal.
Team inboxes included in last year’s contact list have been retained. If you would like to add a new team inbox or if you have any questions, please contact the Digital Reporting team at DAR@finance.gov.au.

End of Year Financial Reporting Updates
The 2026 LSL Shorthand Method Model and accompanying guidance have been published on both CBMS and GovTEAMS to assist small entities with no more than 1000 FTE employees to value LSL liabilities for financial reporting purposes.
The model and guidance can be found on the following:
The CBMS system: CBMS > Home > Guidance and Resources > How to Guides.
The CBMS GovTEAMS channel: General > Document Library > User Tools > LSL Shorthand Model. CBMS - LSL Shorthand Model
The APS Accounting and Finance Professional Network GovTEAMS channel > General > Files > Financial Reporting > 2025-26 LSL Shorthand Model guidance. LSL Shorthand Model and Guidance
The Australian Government Actuary has observed that more APS employees are taking LSL before retirement. Entities should review whether their current on-cost loading percentage for calculating LSL liability is still appropriate and entities may need to revise their on-cost loading factor.
For more information, please contact AccountingPolicy@finance.gov.au.
Progress of the review of the Australian Government Charging Framework
