Amendment to PGPA (Finance Minister to Accountable Authorities of Non-Corporate Commonwealth Entities) Delegation and PGPA (Finance Minister to Finance Secretary) Delegation
Amendments to the PGPA (Finance Minister to Accountable Authorities of Non-Corporate Commonwealth Entities) Delegation 2022 and the PGPA (Finance Minister to Finance Secretary) Delegation 2022 commenced on 2 March 2026.
Schedule 1, Part 6 of the PGPA (Finance Minister to Accountable Authorities of Non-Corporate Commonwealth Entities) Delegation 2022 and Schedule 1, Part 3 of the PGPA (Finance Minister to Finance Secretary) Delegation 2022 have been amended to reflect the instrument previously referred to as the Legal Services Directions 2017, has been updated to the Legal Services Directions 2025 and was reissued by the Attorney-General commencing 2 March 2026. The amendments contain no other substantive changes to the operation of the delegation.

Finance has developed annual report and corporate plan templates to support Commonwealth entities and companies in efficiently developing their annual reports and corporate plans.

Updated: RMG-135, RMG-136 and RMG-137 for 2025-26 annual reports
RMG-135 Annual reports for non-corporate Commonwealth entities and RMG-136 Annual reports for corporate Commonwealth entities have been updated for the 2025–26 reporting period to:
- clarify the reporting of significant issues, including non‑compliance with finance law and likely breaches of section 83 of the Constitution
- reflect updated and new annual report content requirements, including:
- Climate Action in Government Operations and Commonwealth Climate Disclosure actions
- gender equality reporting (RMG-135 only)
- Future Made in Australia reporting.
Entities affected by machinery of government changes should also refer to RMG 119 Reporting requirements following machinery of government changes, as these changes may affect annual report reporting responsibilities.

Minor Changes to PGPA (Financial Reporting) Rule 2015 (FRR)
Minor administrative updates have been made to the FRR for the 2025–26 reporting period. These updates reflect entity name changes arising from machinery‑of‑government changes and legislative amendments.

Updates to Financial Reporting Guidance
Updates have been made to the following guidance to support preparation of 2025–26 financial statements:
- RMG-125 Commonwealth Entities Financial Statements Guide, This RMG has been updated. The updates go to streamlining and clarification of content to improve usability and focus on financial statement preparation
- Accounting for Appropriations (formerly RMG-116), has been reissued as a practical guide with clearer guidance on appropriation recognition and disclosure.
- Primary Reporting and Information Management Aid (PRIMA) Forms – 2025–26, has been streamlined to improve clarity and consistency across Tier 1 and Tier 2 forms.
Standard Parameters for 2025–26:
Standard parameters as at 30 June 2026 will be issued in mid-July 2026. The standard parameters cannot be issued earlier as they are reliant on 30 June data, which is not available until after the end of the financial year. Updates will be shared with Chief Financial Officers when the parameters are published.

Updated: RMG-127 Specialist direct investment vehicles
RMG‑127 Specialist direct investment vehicles has been updated following the release of the Australian Government Appointments Framework by the Australian Public Service Commission on 2 December 2025.
The framework sets out principles and guidance to support merit‑based selection and appointment of individuals to public offices across the Commonwealth.
The update to RMG-127 helps ensure guidance for Specialist direct investment vehicles remains aligned with current whole‑of‑government appointments policy. Minor edits were also made throughout the guide but no Policy changes were made.
