New PGPA Flipchart and List - 14 May 2025
The updated Flipchart and List reflect the Machinery of Government changes in the Administrative Arrangements Order, made by the Governor-General on 13 May 2025 and commencing on the same day.
The Machinery of Government changes entailed:
- renaming 2 existing Departments of State,
- 9 non-corporate Commonwealth entities moving portfolios,
- 3 corporate Commonwealth entities moving portfolios,
- 1 Commonwealth company moving portfolios.
Further detail on these updates is available in the table of changes on the Finance website, along with the latest version of the Flipchart and its associated List of Commonwealth entities and companies.

Updated RMG-135, RMG-136 and RMG-137 for 2024-25 annual reports
- Annual reports for non-corporate Commonwealth entities (RMG 135)
- Annual reports for corporate Commonwealth entities (RMG 136)
- Annual reports for Commonwealth companies (RMG 137)
The updates to all three RMGs make the guidance clearer, to support entities in understanding their reporting obligations, including how to report instances of significant non-compliance with finance law within an annual report and reporting on consultancy and non-consultancy contracts.
The landing page of each RMG now includes an alert box summarising the changes.

Access to the Digital Annual Reporting Tool for the 2024-25 reporting period
Annual Report Coordinators in Commonwealth entities and companies should:
- confirm user details and the role users should be assigned in the DART,
- indicate if previous year headings of report chapters and report sections are to be rolled over,
- refresh the Annual Report Contact List, and
- tell us if there are any new team members who require access to the Digital Annual Reports GovTEAMS Community.

2024-25 Annual Report Community of Practice - Thursday 12 June 2025

Please complete the 2024-25 Annual Reports Community of Practice Registration form to register for this event. This event is only open to Commonwealth Government officials. Please complete one form per attendee and provide the individual work email address of each attendee. Please do not register using a generic address, such as, Teams email or a gmail account for example as these cannot be accepted.
The Community of Practice PowerPoint presentation and link to the recording will be emailed to those on Annual Report Contact list and published on the Digital Annual Reports GovTEAMS Community.

Updated RMG-128 Regulator Performance and review underway
We are also reviewing the accompanying Guidance Note to better support regulators in developing Ministerial Statements of Expectations and responding Statements of Intent. The section on Regulator Performance Reporting now clarifies performance reporting requirements, with more updates to come.
Time to Refresh your Statements of Expectation and Statements of Intent?
Finance encourages regulators to review and, where appropriate, update their Statements of Expectations (SOEs) and Statements of Intent (SOIs). As noted in RMG-128, all Commonwealth entities should issue or refresh these statements every two years or sooner if there is a change in Minister, regulator leadership, or relevant Commonwealth policy.

Reporting for the Strategic Commissioning Framework
These reporting requirements apply to all entities who employ staff under the Public Service Act 1999. The framework focuses on reducing outsourcing of core work within the entity’s existing resourcing to strengthen APS capability. This aligns with the Department of Finance’s work to support entities in delivering on the Government’s priorities, through the management of staffing levels policy and reducing reliance on external labour.
Each entity will receive a customised workbook from the APSC and must report on:
- progress on 2024–25 targets
- new procurement for core work (2024-25), not covered by the limited circumstances
- core work for 2025-26
- targets for 2025–26, and
- actions taken to embed the framework and strengthen capability.
The 2025 reporting opens on Monday, 4 August and closes COB on Friday, 12 September 2025. Entities should reflect 2025–26 targets in corporate plans and report on 2024–25 progress in annual reports. Guidance is available on the APSC website.
