Changes to the PGPA Act Flipchart and List – 3 November 2025
A new Flipchart and List of Public Governance, Performance and Accountability Act 2013 (PGPA Act) Commonwealth entities and companies was issued on 3 November 2025.
Both the Flipchart and List have been updated to reflect the following change to current Commonwealth entities and companies for the PGPA Act:
Australian Naval Nuclear Power Safety Regulator – added
In the Defence portfolio – the Australian Naval Nuclear Power Safety Regulator is a new non-corporate Commonwealth entity, established by the Australian Naval Nuclear Power Safety Act 2024 on 1 November 2025.
ITC Technologies Pty Ltd – removed
In the Finance portfolio – ITC Technologies Pty Ltd ceased as a Commonwealth company for the PGPA Act at the same time the Australian Securities and Investments Commission deregistered ITC Technologies Pty Ltd as a company on 22 October 2025.

Digital Annual Reporting Tool 2024-25 Survey, we want to hear from you!

2024-25 Annual Reports, wrapping up another reporting year
PGPA framework requirements reminder! Annual reports are required to be provided to your responsible Minister by 15 October for Commonwealth entities and 31 October for Commonwealth companies, for tabling in the Parliament. In addition, you are required to publish your tabled annual report on the Transparency Portal as soon as practicable after it has been presented to the Parliament.
RMG-135 Annual reports for non-corporate Commonwealth entities and RMG-136 Annual reports for corporate Commonwealth entities provide more information to support you.

2024-25 Geographic Diversity Report
Directory.gov.au is an online register of Commonwealth bodies, appointments and key contacts and includes information on Australian Government boards, bodies and committees which cover a wide range of responsibilities, including policy advisory boards, statutory office holders, and review and enquiry boards.
The Geographic Diversity Report is published annually and provides a state and territory comparison of the geographic diversity of Australian Government board appointments, based on data from the Australian Bureau of Statistics and Organisations and Appointments Register.

Changes to the grants hub mandate - 1 November 2025
There has been an increase in the threshold for grants that are excluded from grants hub delivery, and there are also new grounds for exemptions from using a grant hub.
Updated guideline templates and new streamlined templates for gifts, sponsorships, single recipient grants, and other closed or non-competitive opportunities are available on the Finance website.

UPDATED: RMG-128 Regulator Performance
RMG-128 Regulator Performance has been updated to guide departments and regulators to develop and issue Ministerial Statements of Expectations (SOEs) and responding Statements of Intent in line with this policy.
The updates include:
- considerations for how to address the Government’s productivity objective through better balancing of risk mitigation with efficiency, growth and dynamism in SOEs and SOIs
- information on aligning SOEs and SOIs with the Regulatory Policy, Practice and Performance Framework
- guidance for regulators with functions across multiple portfolios or regulatory schemes
- clarification about when RMG-128 applies, and
- other improvements about process and timing.

Commonwealth Climate Disclosure Requirements – now available
We’re pleased to inform you that the CCD Year 2 and Full (Year 3) Requirements and CCD Simplified Requirements are now available on the Department of Finance website.
Following extensive consultation, this release marks the publication of Climate Disclosure Requirements for all eligible Commonwealth entities and companies into the future.
Implementation, as shown below, is based on entity type, size and profile and divided into ‘Tranches’.

For this financial year 2025–26:
- Tranche 1 entities will report under Year 2 Requirements and
- Tranche 2 entities will report under Year 1 Requirements.
Support services and resources are being developed and will be available via the Application Guidance webpage which is being updated regularly.
