Better practice examples

Below is a collection of better practice examples from departments of state for each of the following annual performances statement requirements, from section 16F(2) of the Public Governance, Performance and Accountability Rule 2014 (PGPA Rule).

The statements by the accountable authority of the Australian Electoral Commission includes all the required information, as required under section 16F(2) item 1 of the PGPA Rule.

2023–24 Torres Strait Regional Authority Annual Report

The statements by the Torres Strait Regional Authority's Board, as the accountable authority, includes all the required information, as required under section 16F(2) item 1 of the PGPA Rule.

2023–24 Department of Agriculture, Fisheries and Forestry Annual Report

The statements by the accountable authority of the Department of Agriculture, Fisheries and Forestry (DAFF) includes all the required information, as required under section 16F(2) item 1 of the PGPA Rule. DAFF also include a paragraph about the potential for adverse audit findings arising from the Australian National Audit Office’s audit of its annual performance statements in the context of the accuracy of the statements.

Results and Analysis

2023–24 Department of Veterans’ Affairs Annual Report

The Department of Veterans’ Affairs’ annual performance statements include a better practice example of a detailed analysis of the factors that may have contributed to its timeliness performance measure results under its Outcome 1. The performance statements also include better practice examples of an overview of performance results, mapping individual performance measure results by outcomes, programs and key activities. Table 4 below includes detailed performance information with the performance measures and targets against the 2022–23 actual results (prior year), 2023–24 actual results and the result outcomes (for example, Achieved or Not achieved).

2023–24 Department of Social Services Annual Report

The Department of Social Services’ (DSS) annual performance statements include better practice examples of how to provide details on the measurement and assessment of the achievement of an entity’s purposes and performance measures. In the example below, DSS include prior year results back to 2021–22 and a detailed analysis of the factors that may have influenced those results, including what DSS intends to do in response to better understand the results. Each performance result also includes details on the relevant disclosures, rationale for the measure, methodology and DSS’s data categorisation.

2023–24 Department of Climate Change, Energy, the Environment and Water Annual Report

The Department of Climate Change, Energy, the Environment and Water’s (DCCEEW) annual performance statements include an introduction and a summary of performance results before they outline the results and provide a detailed analysis of the factors that may have impacted the results under each performance measure. DCCEEW uses clearly labelled headings to outline the results of each performance measure by outcome statement and key activity, analysis of performance, caveats and disclosures, rationale, methodology and data sources, and previous year’s results.

2023–24 Department of Foreign Affairs and Trade Annual Report

The Department of Foreign Affairs and Trade’s (DFAT) annual performance statements include performance measures which used case studies as the basis for reporting 2 performance measures, including ‘Measure 1: DFAT’s diplomatic efforts support favourable foreign affairs and trade policy outcomes for Australia’. As the Auditor-General Report No. 25 of 2024–25 noted: ‘Diplomacy and foreign affairs and trade policy are inherently difficult to measure. …DFAT’s approach to the use of case studies demonstrated that meaningful reporting of qualitative performance information can be done in an unbiased manner if the appropriate supports and frameworks are developed prior to the selection of topics.’

2023–24 Department of the Prime Minister and Cabinet Annual Report

The Department of the Prime Minister and Cabinet’s annual performance statements outline its purpose, outcome statement and describe its key activities as those that deliver on its purpose. The performance statements map the relevant performance measures to each key activity and Table 3 provides the performance results under each of its key activities.
