Clean Energy Regulator

Regulator function
  • Administer the National Greenhouse and Energy Reporting scheme (NGER) and the Safeguard Mechanism
  • Administer the Renewable Energy Target – small-scale renewable energy scheme (SRES) and large-scale renewable energy target (LRET)

Regulated community
  • Corporations that meet a National Greenhouse and Energy Reporting (NGER) threshold.
  • Greenhouse and Energy Auditors.
  • Individuals and small businesses who install eligible small-scale renewable energy systems
  • Persons who own/operate renewable energy power stations in Australia.
  • Liable entities (individuals or companies) who make relevant acquisitions of electricity on a grid which has an installed capacity of 100 megawatts or more.
  • Organisations and individuals that choose, or are required, to own, transfer, cancel, or relinquish Australian Carbon Credit Units issued under the Emissions Reduction Fund or emissions units issued under the Kyoto Protocol.
  • Organisations and individuals that choose to undertake a project under a defined methodology determination and to earn Australian Carbon Credit Units for carbon emissions stored or avoided by the project.
  • NGERS: Corporations that meet thresholds for greenhouse gas emissions, energy production, or energy consumption.
  • The Safeguard Mechanism regulates Australia’s largest greenhouse gas emitters.
  • RET: large and small-scale voluntary participants who wish to invest in renewable energy, liable entities (primarily electricity retailers) who are required by law to surrender large-scale generation certificates and small-scale technology certificates to meet scheme compliance obligations, and emissions-intensive trade-exposed industries who report electricity consumption for exemption purposes.
  • ANREU: Organisations and individuals who want to own, transfer, cancel, or relinquish emissions units.
