Central Advertising System (CAS)

The Department of Finance and Deregulation (Finance) operates the Central Advertising System (CAS), which consolidates government advertising expenditure and secures optimal media discounts on Commonwealth wide negotiated media rates. In operating the CAS, Finance manages the contracts of two media specialists which assist in media planning, placement and rates negotiations with media outlets. Universal McCann handles all campaign media planning and placement, and Adcorp Australia Limited places all non-campaign advertisements, such as job vacancies, tender and public notices.

All Australian Government departments and agencies that are subject to the Financial Management and Accountability Act 1997 [External Site](FMA Act) are required to place their advertising through the CAS.

Communications Multi-Use List (CMUL)

The Department of Finance and Deregulation manages a whole-of-government Communications Multi-Use List (CMUL) of communications experts interested in working on Australian Government advertising and information campaigns.
