Structure

The Department of Finance and Administration (Finance) 2003–04 Annual Report has been prepared on a full accrual based outcomes-outputs structure and in accordance with the Requirements for Annual Reports (the Requirements), as approved by the Joint Committee of Public Accounts and Audit.

The report is divided into three sections.

Introduction and Overview

This section contains two chapters that provide:

  • a review by the Secretary for 2003–04 (Chapter 1); and
  • an overview of Finance and the portfolio, including an explanation of the structural changes to the Department during 2003–04 (Chapter 2).

Report on Performance

This section contains three chapters that detail Finance's performance against its three outcomes:

  • sustainable government finances (Chapter 3);
  • improved and more efficient government operations (Chapter 4); and
  • an efficiently functioning Parliament (Chapter 5).

A performance summary, at the beginning of each chapter, provides the reader with an overview of Finance's performance in relation to each outcome. Each chapter concludes with a report on the performance indicators set out in the 2003–04 Portfolio Budget Statements and details of financial and staffing resources.

Management and Accountability

This section contains four chapters detailing Finance's management and accountability in the following areas:

  • corporate governance (Chapter 6);
  • human resource management (Chapter 7);
  • purchasing and assets management (Chapter 8); and
  • external scrutiny (Chapter 9).

Appendices

Included in the report are eight appendices, which contain information required under specific legislation and additional information useful for providing a clearer picture of the Department's activities during 2003–04.

Financial Statements

The report contains the audited financial statements of the Department of Finance and Administration and the Business Services Trust Account for the year ended 30 June 2003.

Telstra Instalment Receipt Trustee Limited 2003–04 Annual Report

The report also contains the Annual Report of the Telstra Instalment Receipt Trustee Limited (TIRT), consisting of the annual financial and directors' reports. The TIRT Annual Report has been prepared in accordance with sections 292 to 301 of the Corporations Act 2001.

Glossary, Compliance Index and Index

A glossary of terms and acronyms, compliance index - for ease of locating mandatory requirements for annual reports - and an index, have been included to enhance the useability of the report.
