Finance has released for comment a draft MMA Services Deed (which includes the Statement of Requirement) that may form part of an open approach to market to establish a new MMA Services Arrangement for the Australian Government.

The draft Deed is available on AusTender at FIN/014/17/NOTICE1.

Consultation on these documents is open until 10:00am on Friday, 29 September 2017, and you can provide comments via email to   

It is intended that, following a review of industry and government entities’ comments, the draft Deed and other documentation will be finalised and released through an open Approach to Market (ATM) on AusTender, to establish a single supplier MMA Services arrangement.

The objective of the MMA Services ATM is to engage a single supplier to:

  • establish a dynamic, innovative and flexible arrangement that provides the Australian Government with, and meets the business needs of Participants for, highly effective, value for money advertising services;
  • secure optimal media discounts on Commonwealth-wide media rates by consolidating government advertising expenditure and buying power;
  • incorporate media planning and placement, and media industry knowledge and expertise to the Australian Government advertising activities through the MMA Services Deed;
  • reduce Commonwealth entities’ procurement costs by having one MMA Services Deed and avoiding the need for entities to set up and manage their own media procurement processes;
  • drive efficiencies through the implementation of evidence based campaign and non-campaign policies, by using advertising data to inform the Government’s decisions; and
  • establish an arrangement that facilitates compliance with government laws and policy by the Contractor and Participants.
