Finance manages the Internet-Based Network Connection Services (IBNCS) panel, the Telecommunications Management (TMAN) panel and the Telecommunications Invoice Reconciliation Services (IR) panel. These panels are all due to expire in 2016.

A review conducted on the operation of these panels informed Finance’s decision to approach the market (ATM) to establish a new Telecommunications Services panel (TSP) to offer Managed WAN, Transport Data Links and Internet Connection Services. It is also intended that the panel arrangement will include flexibility to add new suppliers, services and categories throughout the life of the panel.

To assist in the development of the proposed ATM, I am releasing the Telecommunications Services Panel Discussion Paper below.  The Discussion Paper incorporates entity and industry feedback sought throughout the review process and I invite you to comment on the Discussion Paper, in particular on the following:

  • Categories;
  • Contract term;
  • Level of Flexibility to account for future additions;
  • SOR and pricing structure;
  • Evaluation methodology; and
  • Proposed retirement of the Telecommunications Management Services (TMAN) Panel  and the Invoice Reconciliation (IR) Panel.

Finance will be establishing the TSP under the ICT Deliverables Head Agreement. The TSP specific terms and conditions will form Schedule 3 - Module 4. Comments are also invited on the draft terms and conditions for the TSP.
