We are pleased to announce that Tranche 2 of the Commonwealth ClauseBank is now live and the expanded ClauseBank is available.

ClauseBank provides you with a range of optional clauses that can be used in higher value contracts. The clauses will encourage greater consistency in Government contracts, making it easier for procurement officers and suppliers alike.

We have now completed a review of the rules included in the Commonwealth Procurement Rules, in effect since 1 March 2017.

ClauseBank was developed in response to Recommendation 5 of the Joint Select Committee on Government Procurement report: Buying into our Future: Review of amendments to the Commonwealth Procurement Rules.

Their winning paper Evaluators and the Enhanced Commonwealth Performance Framework [ 360 KB PDF] was published in Evaluation Journal of Australasia (EJA), September 2018.

AES president John Stoney and past president Lyn Aldermen presented Dave and Brad the award at the Department of Finance, Canberra. John said the prize recognised the paper’s contribution to the Australian evaluation community.

The Department of Finance has developed the ClauseBank  in response to Recommendation 5 of the Joint Select Committee on Government Procurement report, Buying into our Future: Review of amendments to the Commonwealth Procurement Rules (29 June 2017).

In February 2018, Finance approached the market through a Request for Proposal to continue to operate GovCMS, a whole-of-government content management system. Following an evaluation process, Finance has selected Salsa Digital as the preferred supplier, who has partnered with amazee.io as their subcontractor. The Department of Finance is developing the Commonwealth Standard Terms (CST) in response to Recommendation 5 of the Joint Select Committee on Government Procurement report, Buying into our Future: Review of amendments to the Commonwealth Procurement Rules
(29 June 2017).

Through Commitment 4.3 of the Open Government National Action Plan, the Government committed to undertake a review of Australia’s existing compliance with the Open Contracting Data Standard (OCDS), publish the review for public comment, and implement any agreed measures to increase Australia’s compliance.

Finance is seeking to provide advice to industry on a requirement to replace the current Superannuation Management System. 

The system sought is a commercial-off-the-shelf, software as a service, cloud-based solution to manage three existing government defined benefit superannuation schemes and the administration of death and disability arrangements for Judges of the Federal Circuit Court.
