The Governance & Resource Management (G&RM) develops and advises on the resource management framework applicable to public sector entities, including on governance, accounting policy issues, the Government’s investment funds (including the Future Fund and other investment funds), and on superannuation arrangements for members of Parliament and Commonwealth employees.

G&RM is also responsible for providing advice on and coordination of government information and advertising campaigns. Additionally, we consolidate Budget updates, contribute to the preparation of the Budget statements and prepare the Commonwealth's monthly and annual consolidated financial statements. We also support Government consideration of Information and Communications Technologies (ICT) enabled proposals as part of the Budget process.

Financial Analysis, Reporting and Management

Financial Analysis, Reporting and Management (FARM) consolidates all updates of the Budget, provides budget financial data published by the Government (e.g. MYEFO and Final Budget Outcome), and prepares and publishes the Commonwealth's monthly and annual consolidated financial statements. In addition, FARM develops accounting policy to support the Commonwealth's budgeting and reporting framework. FARM also prepares the appropriation bills, and administers the cash drawdown of those appropriations and the movement of all cash payments and receipts through the Official Public Account.

  • Manages daily cash drawdowns and maintains central records of appropriations.
  • Provides advice and oversight on cash and banking policies.
  • Arranges for annual appropriations from Parliament.
  • Provides advice on special accounts, and annual and special appropriation arrangements.
  • Manages financial arrangements for Commonwealth superannuation schemes and the investment/asset funds.

Accounting and Frameworks

  • Determines the financial statement reporting requirements for Australian Government entities.
  • Provides advice on technical accounting and financial reporting issues, and related financial framework matters including Portfolio Budget Statements, capital budgeting and financial sustainability.
  • Contributes to the development of accounting standards for the public sector.
  • Facilitates ongoing collaboration and consistency between Australian Government Chief Finance Officers.
  • Manages the Australian Government Organisations Register.

Estimates and Reporting

  • Produces the financial statements and tables for all estimates updates and budget publications (Budget, Mid-Year Economic and Fiscal Outlook and Final Budget Outcome).
  • Produces the annual Consolidated Financial Statements.
  • Produces the Australian Government s General Government Sector Monthly Financial Statements.
  • Contributes to the development of statistical standards for the public sector.

Productivity and Business Improvement

Productivity and Business Improvement (PBI) aims to help entities deliver their services more efficiently, through policies and frameworks and more connected ways of working.  In particular, we have a lead role and work collaboratively with entities on:

  • The size, efficiency and connectedness of government, including through common approaches, processes and systems.
  • Assisting entities to implement projects/programs, through Gateway and the two pass process, including work to streamline our processes and impact on entities.  

Government Business Improvement

Government Business Improvement has a lead role in restructuring internal agency service provision into centres of excellence (Hubs) through delivering the Shared Services Program, Parliamentary Workflow System, the Records Management Platform and Streamlining Government Grants Administration Program. The Branch also supports Government consideration of ICT enabled proposals.

Productivity Improvement

Productivity Improvement is building on previous efficiency measures to achieve greater public sector productivity and more efficient use of public resources. Specifically, the team is looking at options to improve the way the public sector is funded to deliver government priorities and the development of modern operating models to create a small, smarter and more productive and sustainable public sector, better positioned to respond to the challenges of a rapidly changing environment and the continued need for fiscal discipline.

Governance

Governance Division advises the Government on electoral policy, the charging for government products and services, and Commonwealth civilian and parliamentary superannuation arrangements. It also advises on Commonwealth investment funds (e.g. the Future Fund), government advertising campaigns and co-ordinates Finance’s international engagements.

Governance Division is responsible for the Public Governance Performance and Accountability Act 2013 (PGPA Act) and advises on the creation, accountabilities and responsibilities of government bodies under the Act. An independent statutory review and the Review report was completed in 2018, and a range of initiatives to bolster public management and governance practices in the Commonwealth public sector are being pursued. Key initiatives include the introduction of digital annual reports and improving performance reporting and evaluation practices..

Funds and Superannuation

Funds and Superannuation Branch develops policy and advises on the resource management and governance frameworks for the government’s investment funds, and superannuation arrangements for members of parliament and Commonwealth employees.

Superannuation arrangements are a significant aspect of Commonwealth administration covering over 180,000 contributing Commonwealth members and encompassing the management of significant financial flows and liabilities.

Funds and Superannuation provides policy advice to the government on its Investment Funds:

  • Future Fund
  • Building Australia Fund
  • Education Investment Fund
  • DisabilityCare Australia Fund
  • Medical Research Future Fund
  • Aboriginal and Torres Strait Islander Land and Sea Fund

Communications Advice

Communications Advice Branch manages the Government’s information and advertising framework and assists with the coordination of whole of government advertising campaigns. It provides advice to departments and entities on communications good practice, strategies and research, and assist with the procurement of communications consultants, through a multi-use list. It also supports the work of relevant cabinet and other advisory committees. Within Finance, it works with the Procurement Management Branch, to manage the Commonwealth’s master media agency contract.

Resource Management

Resource Management promotes good governance public resource management, both in Australia and internationally. We develop and implement policy and legislation in relation to electoral processes and democratic institutions reform. We work with stakeholders to improve Australian Government grants and charging through the development of policy, guidance, and tools. We also provide technical assistance and support the development of capacity across the Indo-Pacific region, through deployments and projects, and facilitate and support Finance’s international engagement activities. We also provide governance oversight of two portfolio entities, the Australian Electoral Commission and the Independent Parliamentary Expenses Authority.

Accountability and Reporting

The Accountability and Reporting Branch provides guidance and advice to Commonwealth entities on their accountability and reporting obligations under the PGPA Act and government policy framework. It maintains the Commonwealth’s performance reporting and annual reporting frameworks and supports the development of better practice for each of these. Major projects include the introduction of the digital annual reports and an initiative to improve digital records management by Commonwealth Government bodies.

PGPA Advisory

PGPA Advisory Branch gives practical guidance and advice to Commonwealth entities on governance and accountability issues. It is responsible for the Governance Structures Policy. The Branch provides expert advice to all Commonwealth entities on the PGPA Act and obligations under the PGPA framework. It issues guidance and is building a significant web presence to provide targeted technical information to support those working in and with government bodies.
