Fleet Vehicle Selection Policy (as at 1 July 2017)

When selecting vehicles within the Australian Government Fleet, procurement officials must ensure that the vehicle:

  1. Has a five star ANCAP rating;
  2. Meets the minimum fit for purpose requirements;
  3. Provides value for money; and
  4. Addresses environmental considerations.

Where no operationally suitable vehicle exists that meets the four requirements above, entities must provide a business case for the Accountable Authority’s, or their delegate's, approval detailing the operational requirements that precludes the fulfilment of one or more of the requirements.

  1. To achieve a five star rating from the Australasian New Car Assessment Program (ANCAP), a vehicle must perform to the highest level across all crash tests and assessments.
  2. Fit for purpose requirements are designed to ensure that the vehicle selected is capable of the performing the intended tasks and reduce personal preference. Entities may select vehicles that exceed fit for purpose requirements only if this does not reduce the effect of the remaining three requirements. Guidance is available to assist entities in determining their fit for purpose requirements.
  3. Value for money assessment considers whole of life costs (including fuel and maintenance costs) over the term of the lease. Entities should use a fully maintained and budgeted monthly lease quote, which incorporates whole of life costs, to best determine value for money for both owned and leased vehicles. These quotes are available from the Australian Government's fleet services provider.
  4. Entities need to include environmental consideration in vehicle selection. As a means of differentiating functionally similar vehicles, entities should prioritise vehicles with low CO2 emissions. The Green Vehicle Guide remains a useful tool to inform agencies about the environmental credentials of vehicles.

Entities are required to lease their vehicles from the Australian Government's fleet services provider (sgfleet). In certain circumstances, and with the written approval of the Australian Government Fleet team, entities are able to purchase vehicles.

In the absence of an operational case to the contrary, vehicles deemed by the vehicle manufacturers to be prestige, performance vehicles or sports cars (including but not limited to eight-cylinder sports sedans, wagons and coupes) are excluded from selection for fleet vehicles.

Where an operational case exists, these guidelines do not apply to the selection of vehicles that are to be used for law enforcement, covert or national security functions.

Executive Vehicle Scheme

Agency Heads are responsible for developing and administering any Executive Vehicle Scheme [external web site] policy in their agency. Entities are to have regard to any advice issued by the Australian Public Service Commission.

Senators and Members

The Remuneration Tribunal is responsible for issuing advice to Senators and Members concerning the vehicles selected under the relevant Remuneration Tribunal Determination.
