2011 Fleet Monitoring Body Advices
Issue 2011/03 - Release of the Holden Cruze Hatch
Agency Fleet Managers
The purpose of this Advice is to inform agencies that on 8 November 2011 GM Holden released the hatch variant of its Australian made Cruze.
The Cruze Hatch is an important vehicle for the Australian Government fleet. It will be added to the list of Tier-One Australian made vehicles available for selection by Departments and Agencies. Fleet Managers are strongly encouraged to select the Cruze Hatch as a replacement for the imported Ford Focus and Toyota Corolla hatches. The Fleet Monitoring Body (FMB) will continue to examine the uptake by Agencies of Australian made vehicles, including the Cruze sedan and hatch.
On 9 October 2011, the Prime Minister, the Hon Julia Gillard MP, tasked the Department of Finance and Deregulation (Finance) with finding ways to introduce more environmentally friendly, Australian made vehicles into the Commonwealth fleet.
The outcomes of Finance’s Review into the current vehicle selection criteria will be advised to Agencies in the coming weeks. The FMB would like to remind Agencies that an Australian made vehicle (Tier One vehicle) must always be selected unless a compelling operational requirement precludes its selection.
The Fleet Guidance on Vehicle Selection page on the FMB’s website has been updated to reflect the inclusion of the Cruze Hatch.
Please contact the FMB if you have any questions.

Issue 2011/02 - AusTender Reporting Requirements Reminder
Agency Fleet Managers
The Fleet Monitoring Body would like to remind departments and agencies of their obligation to report their fleet arrangements on AusTender.
When reporting contracts (i.e. vehicle leases) entered into under the Fleet Management Agreement on AusTender, departments and agencies must include the Standing Offer Number, SON27006 in the contract notice. This process will link relevant contracts with the overarching Agreement.
Departments and agencies must not report a separate Standing Offer Arrangement on AusTender for these contracts.
Departments and agencies may elect to register a contract every time an individual lease is entered into or register annually in advance the estimated aggregated total (GST inclusive) value of leases to be entered into for the coming financial year.
This Advice has been sent to officials recorded by the Fleet Monitoring Body as “Agency Fleet Managers”. If this is not your area of responsibility, I would be grateful if the advice could be passed on to other relevant people in your organisation that have a role in the reporting on AusTender of vehicle arrangements.
If you have any questions about this matter, please contact the AusTender Helpdesk on
1300 651 698 or the AusTender mailbox.
For any other fleet related issues, please contact the Fleet Monitoring Body on
(02) 6215 2800 or email the FMB mailbox.

Issue 2011/01 - Updated Vehicle Selection Criteria (ANCAP)
Agency Fleet Managers
The purpose of this Advice is to inform agencies that the Australian Government’s vehicle fleet purchasing guidelines have been enhanced to require vehicles to have high Australasian New Car Assessment Program (ANCAP) [
] safety ratings.
As you are aware ANCAP publishes vehicle crash test results for consumers and awards star ratings that indicate the level of safety a vehicle provides in the event of an accident. The highest rating is five stars.
We are currently upgrading the Fleet Vehicle Selection Policy on the FMB website to require that all passenger vehicles ordered have a minimum four star ANCAP safety rating and from 1 July 2011 the Policy will be further upgraded to require that all passenger vehicles ordered have a five star ANCAP safety rating.
The Fleet Manager’s selection of commercial vehicles with a minimum four star ANCAP safety rating will also need to be considered wherever practical and will be a requirement from 1 July 2012 - subject to operational requirements.
The FMB wish to encourage Fleet Managers to make safety a key consideration in their vehicle purchasing decision making.
Please contact the FMB if you have any questions.
