Review of the Insurance Arrangements of States and Territories under the Natural Disaster Relief and Recovery Arrangements (NDRRA) Determination 2011

The Review of the Insurance Arrangements of States and Territories under the NDRRA Determination 2011 was produced by the Department of Finance and Deregulation (Finance) in accordance with Guideline 5/2011 of the NDRRA Determination 2011 [].

Natural disasters often result in large-scale expenditure by state and territory (State) governments in the form of disaster relief and recovery assistance and infrastructure restoration.  The Australian Government provides financial assistance directly to the States through the NDRRA to help alleviate the financial burden and facilitate the provision of assistance to disaster-affected communities.

In March 2011, the then Attorney-General released an updated Determination of Terms and Conditions for the NDRRA (Determination).  The updated Determination requires States to have an independent assessment of their insurance arrangements undertaken by an appropriate specialist no greater than three years apart, and to submit those assessments to the Commonwealth.

Finance has undertaken the first review of the independent assessments of State insurance arrangements.  The review has been completed in two phases.  Finance’s initial findings were published in March 2012 (the Phase 1 report is at Appendix A).  Phase 2 is intended as a consolidated final report.
