Australian Government Response to the Productivity Commission Annual Review of Regulatory Burdens on Business: Social and Economic Infrastructure Services
Publication Summary
Since 2007, the Productivity Commission (PC) has been undertaking a series of annual reviews of the burdens on business from the stock of Commonwealth regulation. The five year cycle of reviews involves examining regulation which impacts on the following areas:
- primary sector (completed 2007);
- manufacturing sector and distributive trades (completed 2008);
- social and economic infrastructure services (completed 2009);
- business and consumer services (current 2010); and
- economy-wide generic regulation and regulation not addressed earlier in the cycle (planned 2011).
The Minister for Finance and Deregulation released the Government Response to the PC report – Annual Review of Regulatory Burdens on Business: Social and Economic Infrastructure Services (the Report) on 22 December 2009.
The Report sets out the PC’s recommendations in response to regulatory concerns identified through extensive consultations with business, government agencies and community groups. The concerns covered a wide range of regulated schemes and activities relating to the social and economic infrastructure sector, including: aged care; child care; information media and telecommunications; electricity, gas, water and waste services; transport; education and training; and medical services. The PC also provided recommendations on regulation assessment processes.
Of the PC’s 42 recommendations, the Government has accepted 21 and accepted a further 5 in principle. Of the remaining responses 12 were noted, mainly reflecting the Government’s existing reform agenda, while only four responses were not accepted.
