Explanatory Notes

Background

On 27 September 2001, the then Prime Minister announced that expenditure by former Governors-General, former Prime Ministers, other Life Gold Pass holders, severance travel beneficiaries and surviving spouses or de facto partners of certain eligible former Parliamentarians, arising from benefits granted to them in recognition of public service, would be publicly disclosed.

The statement further indicated that this disclosure would be done on a six-monthly basis as a separate statement tabled in conjunction with the standard statement of Parliamentarians' expenditure. The document would contain the same level of detail, in the relevant category, as for Parliamentarians.

Process of Compilation

The Department of Finance and Deregulation (Finance) prepared reports regarding the expenditure and adjustments of travel costs, and, where applicable, family travel costs and costs of office facilities and office administration, for former Prime Ministers, other Life Gold Pass holders, severance travellers, surviving spouses or de facto partners of former Prime Ministers and surviving spouses or de facto partners of other Life Gold Pass holders.

The detailed information was provided to each person for him or her to clear the documentation or advise of any corrections required. When such advice was provided to Finance, it was checked against the source data (such as invoices and records of payment). Provided these agreed with the amendments advised by the individual former Parliamentarian or surviving spouse or de facto partner, Finance’s records were adjusted and the draft tabling document was amended.

A copy of amendments was provided to each former Parliamentarian or surviving spouse or de facto partner who requested changes. Finally a set of the individual’s documents in the tabling format was provided for information.

Based on the process outlined above, the information contained in this document is considered to be an accurate statement of payments made, and receipts, during the period 1 July to 31 December 2011 in respect of entitlements for eligible former Parliamentarians and surviving spouses or de facto partners.

Notes on the information tabled

The Tabled report relates to payments made, and receipts received, by Finance, for the period 1 July to 31 December 2011 for entitlements of former Parliamentarians. For example, in regards to travel entitlements, this is not necessarily for travel actually undertaken during the period. This is due to the fact that travel accounts (payments and receipts) are sometimes processed in a reporting period other than when the travel takes place. The reasons may include advance bookings made and paid for in one period and used in a subsequent reporting period and re-crediting costs in a later period for a cancelled booking in an earlier period. Other entitlements may have similar accounting and processing issues.

Goods and services purchased by Finance on behalf of former Parliamentarians are reported exclusive of recoverable Goods and Services Tax (GST). This is in accordance with the requirement that all agencies report all expenditure as exclusive of recoverable GST.

Former Governors-General

The Hon Bill Hayden AC travels under his Life Gold Pass holder entitlement and Finance meets the costs of his usage of scheduled services. The Department of the Prime Minister and Cabinet meets any other travel costs for former Governors-General.

Notes on Columns in Summary Tabling Document

  1. DOMESTIC SCHEDULED FARES:  these are payments for the purchase of tickets on domestic scheduled services within the current reporting period.

    This total includes any refunds received during the period but does not necessarily cover the cost of all flights taken in the period. Travel may have been undertaken before the beginning of the period, or booked for travel in a subsequent period, but the account paid during the period. Travel may have been undertaken during the period but the account will be paid for in a subsequent period.
  2. CAR COSTS:  These costs include the following:

    Private-Plated Vehicle (for former Prime Ministers only):  these are payments for the hire, insurance, maintenance costs and fuel costs of Commonwealth-leased private-plated vehicles within the current reporting period; and

    COMCAR (for former Prime Ministers and surviving spouses or de-facto partners of former Prime Ministers only):  this is the cost of COMCAR trips billed within the current reporting period.
  3. OFFICE FACILITIES 1 (for former Prime Ministers and Lady Gorton only):  these are payments for property operating costs for offices such as lease, power, cleaning, security repairs and maintenance of both the property and its fixtures and for the purchase, service and repairs and maintenance for telecommunications within the current reporting period.
  4. OFFICE FIT OUTS 2 (for former Prime Ministers only):  these are payments for office establishments, refurbishments and relocations within the current reporting period.
  5. OFFICE ADMINISTRATIVE COSTS (for former Prime Ministers only):  these are payments made against office requisites, publications and printing and communications within the period 1 July to 31 December 2011.
  6. OFFICE TELECOMMUNICATIONS (for former Prime Ministers and Lady Gorton only):  these are payments for telecommunication usage costs (fixed and mobile) within the current reporting period.
  7. FAMILY TRAVEL COSTS (for former Prime Ministers and Life Gold Pass holders only):  these are payments for domestic travel undertaken by the spouse (including de-facto partner) of former Prime Ministers or Life Gold Pass holders for the current reporting period, and the cost of COMCAR trips billed for the spouse (including de-facto partner) of former Prime Ministers within the current reporting period.
