Former Parliamentarians' Expenditure - Period 1 July to 31 December 2014

The information contained in the reports below is considered to be an accurate statement of payments made, and receipts received, by Finance during the period 1 July to 31 December 2014 in respect of entitlements for eligible entitlees being:

  • former Prime Ministers;
  • other Life Gold Pass holders;
  • severance or post retirement travellers;
  • surviving spouses or de facto partners of former Prime Ministers; and
  • surviving spouses or de facto partners of other Life Gold Pass holders.

Expenditure against travel entitlements may not necessarily relate to travel actually undertaken during the period. This is due to the fact that the travel accounts (payments and receipts) can be processed in a reporting period other than one in which the travel takes place. The reasons may include advance bookings made and paid for in one period and used in a subsequent reporting period and re-crediting costs in a later period for a cancelled booking in an earlier period. Other entitlements may have similar accounting and processing procedures.

Goods and services purchased by Finance on behalf of former Parliamentarians are reported exclusive of recoverable Goods and Services Tax (GST). This is in accordance with the requirement that all agencies report all expenditure as exclusive of recoverable GST.

The report comprises:

  • aggregate information on travel costs, and, where applicable, family travel costs and costs of office facilities and office administration for all eligible entitlees; and
  • summary information particular to each entitlee on costs incurred by, and any repayments to, Finance on entitlements for two separate reporting periods:
    • expenditure paid between 1 July to 31 December 2014, relating to the entitlement period on or after 1 July 2014; and
    • expenditure paid between 1 July to 31 December 2014, relating to the entitlement period prior to 1 July 2014.

Former Governors-General

Finance meets the costs of travel via scheduled services for the Hon Bill Hayden AC under his Life Gold Pass holder entitlement. The Department of the Prime Minister and Cabinet meets any other travel costs for former Governors-General.

Explanatory Notes for Summary Document

1.  Domestic Scheduled Fares

Payments made for travel by former Parliamentarians via domestic scheduled services. This total also includes any refunds received. Travel undertaken but not paid for during the period will show in the relevant period in which the travel was paid.

2.  Car Costs

Payments made for the following:

  • Private-Plated Vehicle (former Prime Ministers only): hire, insurance, maintenance costs and fuel costs of Commonwealth-leased private-plated vehicles; and
  • COMCAR (former Prime Ministers and surviving spouses or de-facto partners of Former Prime Ministers only): the cost of COMCAR trips billed within the period.

3.  Office Facilities#

Payments made for the following:

  • Property operating expenses: including lease, power, cleaning;
  • Office security;
  • Repairs and maintenance: of both property and its fixtures;
  • Telecommunications – purchases: the purchase of, servicing, repairs and maintenance of telecommunications; and
  • Office equipment: the purchase of office equipment.

4.  Office Fit Outs##

Payments made for office establishments, refurbishments and relocations.

5.  Office Administrative Costs(former Prime Ministers only)

Payments made for the following:

  • Office consumables and services;
  • Publications; and
  • Printing and communications.

6.  Telecommunications

(former Prime Ministers and surviving spouses or de-facto partners of former Prime Ministers only)

Payments made for telecommunication usage costs (fixed and mobile).

7.  Family Travel Costs

(former Prime Ministers and Life Gold Pass holders only)

Payments made for the following:

  • Domestic Scheduled Fares; and
  • COMCAR.

8.  Travelling Allowance

(former Prime Ministers only)

Payments made to former Prime Ministers for overnight stays in locations other than their home base, when travelling in their capacity as a former Prime Minister.
