Finance Circular 2011/05

Chief Executive’s Instructions

Chief Executives of agencies subject to the FMA Act may issue instructions to officials in their agencies on any matter that promotes the proper use and management of public money, public property and other resources of the Commonwealth (see section 52 [External Site] of the FMA Act and FMA Regulation 6) [External Site].

Purpose

This circular provides guidance on the development and operation of Chief Executive’s Instructions (CEIs), which form a key part of an agency’s internal controls and operational framework.  This circular also provides guidance on the adoption of the Model CEIs, which have been developed by the Department of Finance and Deregulation in consultation with FMA Act agencies. 

This circular is provided in 3 parts.  Part 1 provides an overview of the requirements relating to the development and operation of CEIs.  Part 2 contains instructions about using the Model CEIs and a link to the Model CEIs.  Part 3 addresses frequently asked questions.

This circular replaces Finance Circular 2004/15 Chief Executive's Instructions.
