Accounting and Related Professional Services

The Scoping Study into Accounting Services recommended that the Department of Finance and Deregulation develop standard contract documents for use by all Commonwealth agencies when approaching the market for Accounting and Related Professional Services.

The standard documents streamline the process for contracting Accounting and Related Professional Services and make the procurement process easier and quicker for agencies.

So, while use of the documents is optional for both FMA ACT agencies and CAC ACT bodies, their use is expected to enable cost savings for both agencies and accounting services providers.

Which template to use

Long Form and Standard Form templates are available via the links below. A Panel Deed and associated RFT is also now available - please see dot point 3 below.

1. The Long Form Contract template is designed for medium/high risk procurements and/or for multi-year procurements.  There are two versions of this template.  These are identical in all aspects except for Clause 8 [Intellectual Property (IP) Rights].
   1. If all IP Rights in the Contract Material will vest in the Commonwealth, use the Accounting and Related Professional Services Long Form Contract (Commonwealth ownership of Intellectual Property) [ 646 KB] template.
   2. If all IP Rights in the Contract Material will vest in the Service Provider, use the Accounting and Related Professional Services Long Form Contract (Service Provider ownership of Intellectual Property) [ 563 KB] template.
2. For low risk, low value, short-term contracts it may be more appropriate to use the Accounting and Related Professional Services Standard Form Contract [ 441 KB] template.  In this template, all IP Rights in the Contract Material will vest in the Commonwealth
3. Where a Panel Arrangement is to be established, it will be more appropriate to use the Accounting and Related Professional Services Panel Deed [ 574 KB] RFT Accounting and Related Professional Services [ 397KB] for establishing a panel.
