What is the ICT Management Consultants multi use list?
The ICT Management Consultants multi use list (ICT MCL) was established on 22 October 2007 for 2 years. The Department of Finance and Deregulation (through AGIMO) may elect to extend the ICT MCL for a further year. The objective is to enable Australian Government agencies to improve the quality of business case development, benchmarking, corporate governance, project management and the delivery of ICT investments.
The ICT MCL provides pre-qualification for suppliers interested in providing ICT management consultancy services to Australian Government Agencies, as and when required. There is no mandatory requirement for agencies to use the ICT MCL.

There are ten niche ICT management consultant service categories. Potential suppliers should review the categories to select those that are relevant to a business' capabilities and experience.

What are the Conditions for Participation that suppliers must meet?
Conditions for Participation in the multi use list (the List) are that applicants must provide a completed Request for Application (RFA) form addressing the minimum information requirements. The RFA form requires responses regarding:
- applicant’s capability and experience details. Specific information, including minimum requirements, is provided under the next question; and
- applicant’s declaration of the company’s financial and legal information and that the information they provide to the Government is correct, true and accurate, at all times.
What application information is required on the Request for Application form?
An applicant must provide sufficient information regarding its organisational capability and experience for the Department of Finance and Deregulation (through AGIMO) to determine whether or not their organisation should be included on the ICT Management Consultants multi use list (ICT MCL). If there are material changes to information on the application form, suppliers must advise AGIMO immediately and provide a written confirmation that the appropriate information will be updated.
The information response required by applicants on the RFA form includes the following:
- Organisational details – registered and trading name, address, ABN, telephone and fax numbers, contact name, contact person email address, company website address and other corporate details;
- Background information regarding the company, in less than 200 words;
- Indication of the ICT investment service types the company intends to offer, by checking the appropriate boxes on the form. Applicants must apply for at least one ICT investment consultancy category service type. There is no upper limit on the number of category service types for which applicants may apply. Applicants must only indicate an intention to provide services for which they have appropriate capability and experience;
- For each selected ICT management service type, in less than 250 words, provide:
- a description of the company’s service offerings; and
- the company’s capability and breadth of experience in terms of at least 2 relevant past or current projects. Applicants should only refer to projects for which they were principally responsible in the last five years.
- (optional) Company accreditation and/or certification status e.g. ISO9001 – certified Quality Management System, Capability Maturity Model – Integration (CMMI) appraisal certification status, etc.
Advice Regarding Your ICT Management Consultants Multi Use List (MCL) application
A strong application determines your company’s acceptance on the MCL and allows your application to be assessed more quickly. It also alleviates the need for us to contact you requesting further information.
This advice should be read in conjunction with the ‘What application information is required on the Request for Application form?’ details provided.
- In each of the service categories you apply for, provide details of your experience, processes and practices in this field.
- Each of the service categories requires two examples of past or current projects. We are seeking evidence-based information on how you successfully delivered the service (as per service category) to the client. This should include approach, methods, processes and outcomes.
- Examples cited should include specific business names rather than generic terms (eg 'very large multinational' or 'state government department'). If, however, there are confidentiality agreements in place with your client(s), please advise us accordingly.
- Ensure your ABN is accurate. To be sure, visit www.abr.business.gov.au [
] and type in the ABN. - Prepare your application using a word processing program. This will make your editing easier, provides you with spell-check and word count tools, and also acts as a back up for your application, should the Department request additional information from you. The information can then be copied and pasted into the application form.
- Ensure all of your spelling, grammar and punctuation is sound. Your business’ details, once approved will eventually be on the MCL website and will be available for Australian Government agencies and the public as well.
- Adhere to the word count limit in each field. Australian Government agencies need clear and concise information about your business and its capabilities.
- Check all of the details for accuracy prior to submitting the application.

What is the application process?
The application process includes the following steps:
- Step 1 - complete and submit the online Request for Application form.
- Step 2 – After the Department of Finance and Deregulation (through AGIMO) receives your application form, the information you provide will be reviewed and assessed by a cross agency Evaluation Committee. Each application will be assessed against the minimum content requirements and Conditions for Participation.
- Step 3 – AGIMO will respond to each applicant, advising the outcome of the assessment process. Unsuccessful applicants will be notified of the reason for the decision and offered the opportunity for a formal debrief.
