What is the Migration Services Panel?
The Data Centre Migration Services Panel (Panel) provides agencies with access to specialist ICT services for data centre projects. The services available through the Panel are:
- requirements definition
- procurement
- design
- project management and logistics planning
- installation and logistics
- commissioning data centre ICT infrastructure
- decommissioning a vacated data centre
- data centre metrics and capacity management.
For details of the services, agencies should email the Data Centre team.
The Panel is mandatory for all agencies subject to the Financial Management and Accountability Act 1997 (FMA agencies). FMA agencies must not contract for data centre related services, other than through the Panel.
Other Commonwealth, State and Territory Government bodies may also use the Panel.
When to Use the Panel?
The Panel services can be used for any data centre project. An agency will use the Panel to complement in-house data centre skills. An agency has discretion to choose some or all of the services available from the Panel.
For example, agency 1 decides to upgrade a data centre’s network and cabling. This involves installing new equipment, removing old equipment and re-cabling the facility. The agency decides to use in-house staff for project management, but needs extra resources for requirements definition, installation and logistics, commissioning data centre ICT infrastructure and cleaning services (part of decommissioning a vacated data centre).
In another example, agency 2 manages an ICT services contract due to expire in two years. The current contract includes managing the agency’s data centre ICT equipment and facilities. The agency decides to keep project management and procurement in-house. The agency selects a Panellist to conduct requirements definition, and design. After setting up the new managed ICT services contract, the agency contracts a Panellist to relocate the ICT equipment to a data centre from the Whole of Australian Government Data Centre Facilities Panel. The Panellist is assigned installation and logistics, commissioning data centre ICT infrastructure, and decommissioning a vacated data centre. Note that the agency could decide to use one or more Panellists in the project.
Who are the Panellists?
The Panellists are:
- APC
- Colliers International Project Services
- Dell Australia1
- Dimension Data
- Fujitsu Australia
- Hewlett Packard
- The Frame Group
- IBM2
Each Panellist offers all services, other than as noted. Agencies may select one or more Panellists for a data centre migration project.
