Introduction
The Australian Government has agreed to establish a coordinated procurement contracting framework to deliver efficiencies and savings from goods and services in common use by Australian Government departments and agencies who are subject to the Financial Management and Accountability Act 1997 (FMA Act). [

Benefits of a Coordinated Approach
A whole-of-government approach to the coordination of procurement contracting and the adoption of a more streamlined approach to purchasing through behavioural and business process reforms aims to:
- reduce the impost and cost of doing business for both agencies and industry;
- reduce duplication and improve purchasing efficiencies;
- provide consistent and transparent purchasing practices; and
- enable aggregation of government purchasing power to obtain better pricing arrangements and value for money outcomes.
Implementing Coordinated Contracts
The Department of Finance and Deregulation (Finance) is responsible for Australian Government procurement policy and is taking a lead role in establishing a procurement framework that provides greater coordination of government purchasing. Finance will not be purchasing the goods or services but will partner with agencies to develop, implement and manage the contracting framework.
At this time, there is no one preferred model and Finance will be seeking agency and industry involvement in developing a coordinated contracting framework that achieves better procurement contracting and value for money outcomes.
A series of scoping studies will be conducted to determine the suitability of procurement areas for coordinated contracting. These will look at government procurement arrangements, industry issues and the potential market impact of a coordinated approach. Government agreement will then be sought to implement a coordinated approach for each specific area identified as having potential to deliver efficiencies and savings through greater coordination.
Scoping studies have been initiated into:
- air travel and related services
- telecommunications
- accounting services
- desktop computers
- major office machines
Volume Sourcing Arrangement (VSA)
The Australian Government signed a Volume Sourcing Arrangement (VSA) with Microsoft Operations Pte Singapore on 30 January 2009. The Microsoft VSA is the first of the Australian Government’s Coordinated Procurement Contracting Framework Initiatives.
