Investment of the Higher Education Endowment Fund

The Higher Education Endowment Fund (HEEF) was established to support capital expenditure and research facilities in Australian universities.

The Higher Education Endowment Fund Act 2007 [External Site] (the Act) provides the Future Fund Board of Guardians (the Board) with statutory powers to manage the investment of the HEEF.  The Treasurer and the Minister for Finance and Deregulation are the responsible Ministers for the HEEF, and in this capacity can make determinations to credit Government contributions to the HEEF, will issue directions to the Board about the performance of its investment functions, and are responsible for setting rules to determine the maximum amount available for payments from the HEEF.

The Board is supported in its functions by the Future Fund Management Agency [External Site], which is a prescribed agency for the purposes of the Financial Management and Accountability Act 1997.

The Government announced in the 2008‑09 Budget that it will close the HEEF and transfer the balance of the Fund to the Education Investment Fund
