Publications and Reports

In addition to the Lessons Learned Reports, there are five other publications on Gateway currently available:

  1. The Gateway Brochure provides an overview of Gateway for those wanting to gain a general understanding of the Gateway Review Process.
  2. The Guidance on the Gateway Review Process - A Project Assurance Methodology for the Australian Government (the Guidance) provides an introduction and practical information on the process and requirements of Gateway and how it can help to improve the successful delivery of projects. It is aimed at FMA Act agencies, Gateway reviewers, Project Teams and other potential participants.

    This Guidance includes information about the steps in a Gateway Review, roles and responsibilities, confidentiality and the handling of reports.
  3. The Gateway Review Process - A Handbook for Conducting Gateway Reviews (the Handbook) is more of a practical tool for participants in Australian Government Gateway Reviews. For each Gate, elements of the review are explained, including:
    • purpose of the Gate;
    • project documentation required for the Gate; and
    • areas to be considered in the Gate.
  4. The Gateway Review Process - Senior Responsible Official Brochure aims to assist Senior Responsible Officials (SROs) in their role in relation to the Gateway Review Process.
  5. The Gateway Review Process – Review Team Guidance Brochure provides practical guidance for Gateway review team members.

Publication and Report Addendums:

Addendum to page 42 of the Financial Management Reference (FMR7) – Gateway Review Process – A Handbook for Conducting Gateway Reviews

The short title to this Gate review has changed to Delivery Strategy rather than Procurement Strategy. This more clearly recognises that not all projects propose procurement and may propose an in-house solution.

Addendum to page 36 of the Financial Management Group (FMG20) Guidance on the Gateway Review Process – A Project Assurance Methodology for the Australian Government

The Gateway Review Ratings definitions were revised in July 2009 to focus on project outcomes and overall delivery confidence. The new definitions are as follows:

Red - The effective and timely delivery of the project outcomes is significantly in doubt.  There are major program/project issues, which require urgent action to ensure that they are addressed.    

Amber - The issues raised in this review pose an immediate and significant risk to the effective and timely delivery of project outcomes; however, these appear manageable if addressed promptly. 

Green - The project is on target for the effective and timely delivery of project outcomes and, while there are some findings requiring management attention, these appear readily resolvable at this stage.                  

The Government has also introduced an enhanced notification process so that, if a project is experiencing problems, early remedial intervention can occur. This involves the Finance Secretary writing to the relevant agency chief executive to advise that the Gateway review team has raised concerns. This advice asks the agency to consider appropriate escalation action, including advising the relevant minister, the Secretaries of the Department of Prime Minister and Cabinet, and Finance, and further investigating the findings through separate in-depth inquiry or review. Enhanced notification applies throughout the project life-cycle and is triggered by incidences of red or sequential amber (review report) ratings.
