Request for Nominations
Finance invites nominations from suitably qualified and experienced persons in the public sector to form a list of potential Assurance Reviewers. Public sector officials can be from the Australian Government, or from State and Territory, or international government jurisdictions.
Applicants who meet the Evaluation Criteria will be included on the Gateway and Assurance reviewer database; however the database will not be an exclusive arrangement from which to source all potential reviewers.
Evaluation Criteria
- Technical expertise in at least one of the following areas:
- project/program management;
- policy design and implementation;
- business/financial analysis;
- procurement/legal and contracting; and/or
- specialise in:
- business change;
- infrastructure (including construction, property and facilities management and engineering);
- information communications technology (ICT);
- information/knowledge management
- service delivery management; and/or
- operational support.
- Employed at the Executive Level 2 (Director, or equivalent) or above and where their application is supported by their Supervisor.
Application Process
Finance will only accept nominations on the basis that nominees have satisfactorily addressed the Evaluation Criteria. In particular, nomination forms must be supported by the potential reviewer's supervisor. Inclusion on the Gateway and Assurance database does not guarantee an applicant will be selected or engaged as an Assurance reviewer.
An applicants will be registered on the Gateway and Assurance database only where, in Finance's view, the applicant has satisfactorily demonstrated that he/she has the required skills and expertise as stated in the Evaluation Criteria. Incomplete applications may be disqualified or assessed solely on the information received. Finance reserves its absolute right to review the performance of the members and to add or delete members based on expertise and performance. At any time during the assessment process, further clarification of any aspect of the nomination may be requested.
Selection and Engagement Process
The Assurance Reviews Branch consults with the sponsoring agency for each review to ensure an optimal mix of expertise amongst review team members. Consideration is given to factors such as:
- potential conflicts of interest or other sensitivities;
- relevant knowledge, skills and experience;
- feedback regarding performance on previous reviews from SROs and review team members;
- a degree of continuity of review team members;
- a mix of public and private sector reviewers; and
- the level of security clearance required for the project.
Potential reviewers identified for possible engagement in a review, will be contacted by the Assurance Reviews Branch to determine their ‘tentative’ availability for an upcoming review. Finance is under no obligation to appoint an applicant, including when Finance has initiated discussions with the potential reviewer.
Potential reviewers will be required to submit a Request for Participation (RFP) in response to each review. In selecting reviewers, the Assurance Reviews Branch will consider whether potential reviewers:
- agree to conduct the review providing services, independent of their own agency and in accordance with the Assurance methodology available on the Finance website;
- have completed the relevant reviewer training;
- are able to demonstrate that they have the required skills and experience for the project or program being reviewed;
- are able to demonstrate that they have a proven track record in successfully delivering major projects or programs;
- hold the appropriate level of security clearance required for the projector program under review; and
- are willing to agree to the terms of engagement and sign a Letter of Engagement with Finance which includes a Deed Poll of Confidentiality; and Conflict of Interest Declaration.
Training
Reviewer training is regularly scheduled. Enquiries regarding Reviewer training can be made by email to the Assurance Reviews Branch.
Fees and Expenses
Reasonable expenses (as defined by Finance) incurred by public sector reviewers will be reimbursed by Finance. However, salary costs will be met by the reviewers' employing agency.

Provision of Information to Other Jurisdictions
Finance is collecting the information on the application forms to develop a list of potential reviewers for Australian Government Assurance Reviews.
Where applicants have agreed, Finance may share some or all of this information with:
- other Australian Government agencies;
- State and Territory governments ;or
- other international government jurisdictions
for their use in coordinating Assurance reviews within their respective jurisdictions.
