Request for Application for Inclusion on a Multi-Use List
Finance invites applications from suitably qualified and experienced persons for inclusion on the Gateway and Assurance Multi-Use List (MUL) .

Applicants who satisfactorily meet the Conditions for Participation will be included on the Gateway and Assurance MUL; however the MUL will not be an exclusive arrangement from which potential assurance reviewers will be selected.
Conditions for Participation
- Technical expertise in at least one of the following areas:
- public sector experience;
- policy design and implementation;
- project/program management;
- business/financial analysis;
- procurement/legal and contracting; and/or
- specialisation in:
- business change;
- infrastructure (including construction, property and facilities management and engineering);
- information communications technology (ICT);
- information knowledge management;
- service delivery management; and/or
- operational support
- Complete and submit ‘Application for inclusion on the Gateway and Assurance MUL' [
46 KB]. - Holds, or is willing to obtain, the required insurance coverage, being:
- a public liability insurance for an amount not less than
$5 million per occurrence; and - professional indemnity insurance for an amount not less than
$1 million per claim and in the aggregate in any twelve month period
- a public liability insurance for an amount not less than
Application Process and Establishment of the MUL
Finance will only accept applications on the basis that applicants have satisfactorily addressed the Conditions for Participation. Inclusion on the Gateway and Assurance MUL does not guarantee an applicant will be selected or engaged as an Assurance Reviewer.
An applicant will be registered on the MUL only where, in Finance's view, the applicant has satisfactorily demonstrated that he/she has the required skills and expertise as stated in the Conditions for Participation. Incomplete applications may be disqualified or assessed solely on the information received. To promote the effective use and operation of the MUL, Finance reserves its absolute right to review the performance of the members and to add or delete members based on expertise and performance. Finance will advise applicants of its decision to include or exclude them in the MUL.
An application is made on the basis that the applicant acknowledges that inclusion in the MUL will not be construed to create any binding contract (express or implied) between Finance and the applicant. No legal relationship will exist between the parties until a Letter of Agreement is executed. At any time during the assessment process further clarification of any aspect of the application may be requested. Failure to supply clarification to the satisfaction of Finance may result in the application being disqualified.
All reviewer applications must be submitted by individuals and not by business entities. In addition, reviewers will be approached as required to:
- undergo police records check and/or obtain appropriate security clearances; and
- attend Gateway reviewer training and/or a briefing provided by the Assurance Reviews Branch.
Selection and Engagement Process
The Assurance Reviews Branch consults with the sponsoring agency for each review to ensure an optimal mix of expertise amongst review team members. Consideration is given to factors such as:
- potential conflicts of interest or other sensitivities;
- relevant knowledge, skills and experience;
- feedback regarding performance on previous reviews from SROs and review team members;
- a degree of continuity of review team members;
- a mix of public and private sector reviewers (internal benchmark), and
- the level of security clearance required for the project.
Potential reviewers identified for possible engagement in a review will be contacted by the Assurance Reviews Branch to determine their 'tentative' availability for an upcoming review. Finance is under no obligation to appoint an applicant, including when Finance has initiated discussions with the potential reviewer.
Potential reviewers will be required to submit a Request for Proposal (RFP) in response to each review. In selecting reviewers, the Assurance Review Branch will consider whether potential reviewers:
- agree to conduct the review providing the services in accordance with the Assurance methodology available on the Finance website.
- have completed the relevant reviewer training, at their own expense;
- are able to demonstrate that they have the required skills and experience for the project or program being reviewed;
- hold the required insurance policies prior to engagement;
- hold the appropriate level of security clearance required for the project under review; and
- are willing to agree to the terms of engagement and sign a Letter of Agreement with Finance which includes:
- a Deed Poll of Confidentiality;
- an Official Secrets Acknowledgement; and
- the Conflict of Interest Declaration.
Those individuals selected as reviewers, if any, will be determined by Finance, having regard to best overall value for money following a review of the responses to the information sought by this RFP.
Training

Training organisations that wish to be considered as providers should contact the Assurance Reviews Branch by e-mail (assurancereviews@finance.gov.au).
Fees and Expenses
Fees for private sector reviewers will be negotiated and agreed prior to executing the Letter of Agreement. Finance may also agree to reimburse reasonable expenses incurred (eg. travel and accommodation) that are relevant to the review.

Provision of Information to Other Jurisdictions
Finance is collecting the information on the application forms to develop a list of potential reviewers for Australian Government Assurance Reviews.
Where applicants have agreed, Finance may share some or all of this information with:
- other Australian Government agencies;
- State and Territory governments; or
- other international government jurisdictions
for their use in coordinating Assurance reviews within their respective jurisdictions.
