Terms of Reference of the ICT Reform Program Review
Introduction
In November 2008, the Government accepted the recommendations outlined in Sir Peter Gershon’s Review of the Australian Government’s use of Information and Communication Technology (ICT) (the Gershon Review).
The purpose of the Review was to determine whether the Government was realising the greatest return from its investments in ICT, and whether the appropriate institutional arrangements were in place to maximise this return.
The Government commenced implementation of the ICT Reform Program comprising seven key areas including: pan-government governance, organisational capability, management of ICT expenditure, ICT skills, data centres, ICT marketplace issues, and sustainable ICT.
The Government also decided that the Minister for Finance and Deregulation undertake an independent review measuring progress in the first quarter of 2010.
Purpose
The Independent Review will examine progress on the implementation of recommendations of the Gershon Review. It will advise on the effectiveness of the implementation of the seven key areas, and any corrective action.
The Independent Review will also examine and make recommendations on the future role of the Australian Government Information Management Office as a result of the ICT Reform Program.
Who
It is proposed that Finance lead this project with collaboration and input from large and small Financial Management and Accountability Act 1997 Government agencies, industry and other key stakeholders such as industry groups. This work is to be undertaken by a reviewer engaged by Government over a period of three months.
The Department of Finance and Deregulation will provide secretariat services to the Reviewer.
The reviewer will provide a final report on activities to the Department of Finance and Deregulation by the end of June 2010.
