Chief Information Officer Committee (CIOC) Terms of Reference

Background

The CIOC is a committee of Chief Information Officers (CIOs) representative of central bodies, portfolio departments and delivery agencies.

Role

Under direction of the Secretaries’ ICT Governance Board (SIGB), and in accordance with the Government’s wider policy agenda, the CIOC will investigate and identify ICT issues and solutions and emerging trends to be applied at a whole-of-government level.  The CIOC will support the SIGB in the implementation of the ICT Strategic Vision.  The Committee will function as “thought leaders” in the APS ICT arena, and will forecast likely issues that will affect the Government’s use of ICT. Through its working groups, the CIOC will undertake specific ICT projects referred to it by the SIGB.   Members of the Committee will work to ensure that the Committee’s activities are clearly visible to business areas within agencies, and that strategic ICT- enabled business transformation projects are brought to the Committee’s attention.  The policies and standards that the Committee develops will be submitted to the SIGB for endorsement where appropriate.  The Committee will also make recommendations to SIGB where necessary, including specific policies that should be mandated across government.

Operating Arrangements

The CIOC will be chaired by the Australian Government Chief Information Officer, with meetings held bi-monthly, or as required.  The Committee will also meet regularly to discuss transformational and strategic issues in relation to the Government’s use of ICT.  Secretariat services will be provided by the Department of Finance and Deregulation.  Non-classified minutes of meetings will be available via GovCIO to all Australian Public Service CIOs.  The CIOC may establish working groups to assist the Committee where appropriate.  In establishing working groups, the CIOC will involve a broad selection of agencies to draw on their knowledge and expertise and to foster different perspectives.

CIOC members will consult and inform CIOs in their constituencies about issues considered by the CIOC.  CIOs from agencies not represented on the CIOC may be invited to meetings for particular issues specific to their program responsibilities.

The CIOC Terms of Reference will be reviewed after two years. These terms of reference were agreed by the Committee on 27 October 2011.
