Australian Government e-Authentication Framework for Individuals

What is the AGAF(I)?

The AGAF is a whole-of-government approach to e-authentication. It recognises that different e-authentication mechanisms are needed for different types of transactions, depending on the degree of risk.

The AGAF(I) is a better practice framework that provides guidance to agencies whose electronically delivered services require e‑authentication of individuals’ identity and/or other assertions. It seeks to provide individuals with safe and convenient access to services they are entitled to receive, without exposing either individuals or government to avoidable risks.

The AGAF(I) builds on the previously released AGAF for Business.

The AGAF provides a consistent approach for government agencies to follow when evaluating the risk inherent in electronic transactions. It provides guidance in selecting an e‑authentication approach with an appropriate assurance level.

AGAF(I) Overview and Principles

The AGAF(I) Overview and Principles provides an introduction to the AGAF(I) project. It is intended to guide and inform the development of e‑authentication initiatives across the Australian Government.

It is based on the principles outlined in the AGAF(I) Discussion Paper (2005): these principles received broad support during public consultation.

Other AGAF(I) material

AGIMO is currently developing detailed guidance and information for government agencies and individuals. Information will be made available throughout 2007.

Consultations

In December 2005, the discussion paper on the proposal to extend the AGAF for Business to include individuals was released. AGIMO engaged in extensive consultation over a three month period, including hosting a public information seminar.

The consultation results indicated a high level of support by key stakeholders for the AGAF(I) and its principles.
