2008 e-Awards for Excellence in e-Government
The e-Award for Excellence in e-Government was presented on Wednesday 21 May 2008 at CeBIT Australia by the Australian Government Chief Information Officer, Ms Ann Steward.

National Police Reference System (NPRS)
The NPRS brokers information about persons of interest among Australian police jurisdictions. Police have traditionally maintained information within jurisdictional boundaries and although these are relatively mature systems, they are disparate. The NPRS architecture is a federated model that incorporates participation from all police jurisdictions across Australia. In the first instance, the NPRS enables access by police to national information about persons in order to assist the police identify if they are:
- A threat to police safety
- A threat to themselves or others
- Of interest to police
- Wanted by police
Operational police can now access a nation-wide view of a person of interest. NPRS has the capability to gather information from all jurisdictions, which provides the user with a consolidated view of that person. NPRS complements police jurisdiction systems. Officers can make decisions equipped with knowledge recorded by their colleagues from across the nation. This is a powerful innovation that greatly improves an officer’s ability and confidence to respond to events and investigate them comprehensively. The architecture of NPRS has allowed flexible use, in that any Jurisdictional data base effectively becomes part of the NPRS data base. Further, the way in which Jurisdictions chose to consume the rich source of data is completely discretionary, so that use of the data can appear to be a seamless transaction, regardless of where the data was originally stored.

Assessment Resource Centre (ARC)
The ARC is the first online material to fully support the Commonwealth Government’s requirement for all Australian schools to issue reports to parents on student progress on a five point scale of A-E or its equivalent. In addition, the Commonwealth requires these grades to be held against consistent standards. With the creation of the ARC, NSW schools are better prepared to meet these requirements than schools in any other State or Territory. A ground-breaking online service, the ARC is an initiative which supports the educational community and the community of parents and students to better understand standards-based teaching, learning and assessment.
Making innovative use of information and/or communication technology the ARC has provided a vital, new, cost effective tool to support good practices in the teaching profession. Teachers in any location may easily access authentic samples of student work and valuable professional development activity. Internet delivery ensures that the ARC also provides a significant new service to parents and students. The usefulness of the ARC is illustrated by the number of visitors to the website who include academics and other educators from the United Kingdom and other countries with an interest in standardised assessment and reporting.

Hydroshare
HydroShare is an innovative, powerful and easy to use tool, designed for industrial and commercial users, that provides this information in a simple, precise way. The system works by logging data from the transmitter (water meter, chlorine residual analyzer, electricity power meter etc) using a new generation of smart data loggers and translating it in real-time, to easy to understand trends and tables, on clients’ own computers hosted on a comprehensive web site.
Taking advantage of the latest mobile communication technologies, low cost data transmission is a key feature of Hydroshare The system is being used by businesses, schools, hospitals, parks and gardens, golf courses, and other organisations which are keen to better understand – and therefore better control – their water consumption. Over half of the monitored sites have detected potential leaks or wastage. In a pilot program in 26 Victorian schools a total of $80,000 pa in water savings has been achieved through leak detection with Hydroshare. The technological advances now available are enabling users to become more efficient in operating their enterprise, to make savings, and to augment their environmental performance.

The Local SmartForms program demonstrates a lead-by-example approach to joined-up e-Government, and shows extensive scope to deliver lasting value to Government and the public. The initiative combines innovative technology solutions with collaborative processes to consolidate more than 1,600 paper forms across a consortium of 41 Councils to 21 dynamic PDF SmartForms delivered via a shared platform.
The Local SmartForms service delivers value and benefits to Councils and their customers by: - Streamlining Councils’ application processes, making it more efficient to process applications - Making it easier for customers to understand and complete applications, leading to fewer errors and re-work - Making forms faster to complete through pre-population of forms with customer data - Making applications more convenient, so that customers can apply online any time or take the form offline - Reducing time and costs, by minimising processing time, and delivering significant efficiency gains - Developing consistent forms, leading to more predictability in application and regulatory processes - Leveraging existing ICT investments on the desktops of customers and within Government By helping the business user to get the form right first time, every time, Local SmartForms provides a better interaction between local government and local business.

Vision Impaired Version of Statewide Online Computing Skills Test
NSW is pioneering the online delivery of mandatory public examinations, including access to online testing for students with special examination needs. The first mandatory NSW Computing Skills Test (CST) for Year 10 students in 2006 was also the first Australian public exam to be offered online. Believed to be a world first, a special online version of the mandatory new CST was developed for blind and visually impaired students
Centrelink
Cross Agency Portal Project (DHS My Account)
My Account provides DHS Agencies with the security application and supporting hardware for secure cross-agency single sign-on providing customers (particularly rural and remote customers) with easier access to Centrelink, Medicare and CSA online services. This development is the first for the Australian Federal Government, with respect to a cross-agency collaboration in authentication, providing a proof of concept for achieving whole of Government sign-on capability.

Remote Electronic Voting Federal Election 2007
In a joint project between the Defence Department and the Australian Electoral Commission, the 2007 Federal Election saw the first use (trial) of electronic voting over an intranet at an Australian Federal Election, for Defence personnel serving overseas. This was the first time in Australia’s history that this capability in both a technical and business context was to be undertaken. The determined military areas of operation scoped for the trial were limited to Iraq, Afghanistan, Timor Leste and the Solomon Islands.

The Electronic Conveyancing system is a world-first initiative introduced by the Victorian Government to bring the major functions of property conveyancing, and related mortgage activities into the e-commerce world. EC is a genuinely transformational system that will revolutionise the manner in which industry and government operate in the conveyancing and land title registration domain.

PBS Online
The implementation of PBS Online has fundamentally changed the way community Pharmacies across Australia claim their Government payment for dispensing PBS subsidised medicines to citizens. Pharmacies have embraced the new internet business to Government (B2G) claiming channel established by Medicare Australia because it is easier, quicker and improves cash flow.

Business Victoria
The Business Victoria website is a key delivery channel for the ‘World Class Service’ initiative, which aims to provide a single place for Victorian businesses to find information, ask questions and manage their dealings with government. By providing these services in one place, businesses save time and money in complying with necessary regulation. Business Victoria integrates information and services from more than 100 government agencies across local, state and federal Government.
