Covers the Monthly Estimates functions that agencies use:

Covers the Annual Actuals functions that agencies use:

BEAM Annual Estimates (AE) Courses

AE Basic Data Entry

Introduces a user to the Annual Estimates module and includes:

  • How the different CBMS modules interact (with a particular focus on BEAM)
  • How the estimates rounds work
  • Administered versus departmental
  • The Common Information Tree (CIT) and the Chart of Accounts (COA) structure
  • Entering, validating and approving simple CBMS work items for Departmental, Administered and Capital adjustments
  • Creating and using flat files
  • An introduction to AE reporting

Note: This course is mandatory for data entry access to the AE Module and a prerequisite for AE Advanced Data Entry.

CBMS Introductory Course

4 hours

AE Advanced Data Entry

This training module will focus on more complex CBMS estimates adjustments. It also focuses on using flat files for both creating adjustments and for analysing and troubleshooting data already in CBMS.

Basic background information for each type of adjustment, a worked example and sources of further information are provided for each topic:

  • New measures
  • S.31 receipts from independent sources
  • Special accounts
  • Special Appropriations
  • Payments to (Appropriations for) CAC bodies
  • Supplementary Appropriation
  • Movement of Administered Funds
  • Rephasing DCB profiles
  • Self balancing transfers
  • Cashflow only journals
  • Balance sheet asset revaluation reserve adjustments
  • FBO balance sheet clean up journals
  • Creation of FE3
  • Indexation and Efficiency Dividend workbooks 
  • Analysing export to csv data
AE Basic Data Entry

4 hours

AE Reporting

Detailed analysis and application of the following reporting groups:

  • Adjustment specific reports
  • Standard reports used for analysis
  • Standard reports used to prepare Portfolio Budget Statements
  • Appropriation Bill reports

Note: This course is mandatory for Agency Authorisation access to the AE module.

AE Basic Data Entry

2.5 hours

AE – AAU Finance Validation (Finance staff only)

Note: This course is mandatory for Finance Validate access to the AE module.

Introduces Budget Group AAUs to the annual estimates processes with a focus on understanding and validating agency adjustments in CBMS.  Emphasis on getting the numbers right and their effect on different Budget Papers, Bills and government decisions.

Topics covered include:

  • Budget rounds, processes and outputs
  • An overview of BEAM
  • Accrual budgeting and introduction to agency and WoAG (whole of Australian Government) financial statements
  • WoAG reporting concepts including related entity transactions, movement accounts, underlying cash and fiscal balance
  • Working through basic agency adjustments in CBMS
  • Checks to conduct prior to validation (eg Validation Check List)
  • Introduction to available AEs reports in CBMS
  • Using flat files to upload data and as a tool to analyse data
  • Bulk processing including copy and reverse functions
  • Importance of reconciling BPCD with BEAM

Note: Course held over 2 half days and must be attended on consecutive days.
