Seeking industry comment on government online file sharing and collaboration – govdex Draft Statement of Requirements

The Australian Government Department of Finance operates a whole-of-government collaboration platform for government agencies called govdex. Govdex was established in 2006 and has over 90,000 registered users. Analysis shows that 18,000 users are active in any 3-month period and work across more than 6,000 groups. Users come from almost 2,000 organisations including all levels of government, educational institutions, not-for-profit organisations and the private sector.

Govdex lets users share files, send and receive blogs, create and manage discussion groups and tasks, issues and projects. Online file sharing and collaboration software has evolved significantly since the launch of govdex, with new functions such as social networking, group conferencing, instant messaging, crowdsourcing, file syncing, and real time co-authoring of documents now commonplace. Collaboration has evolved to the point where govdex must now change significantly to meet user expectations.

As a result, we will enhance govdex to provide a new platform for online file sharing and collaboration for government agency employees and their partners. We will approach the market in January 2017 with a Request for Proposal (RFP) for a Government Online File Sharing and Collaboration System.

We will request Software-as-a-Service (SaaS) on Public Cloud through the Cloud Services Panel. The candidate SaaS service MUST be suitable for sensitive data as defined by the Australian Signals Directorate.

As part of our consultations, I invite feedback and comments from industry on the draft version of the Statement of Requirements.

18 January 2017: Thank you to all who have provided feedback over the last few weeks on the draft govdex Statement of Requirements.

We have addressed a number of issues raised in the attached response, and provided more clarification. In addition, the final Statement of Requirements will incorporate more up to date information on metrics and the procurement approach.
