Comcover Awards for Excellence 2006

The winners of the 2006 Comcover Awards for Excellence in Risk Management were announced during a presentation ceremony at the National Museum of Australia on Wednesday 29 November 2006.

The Awards focus on agencies that excel in risk management and acknowledge agencies that have contributed to Government reform, through the use of risk management to inform and guide the successful implementation of Government policy. The Awards also promote the benefits of risk management in achieving agency outcomes.

The quality of nominations received demonstrate that; "risk management is fundamental to the way an agency operates. The hallmarks of good risk management include greater accountability and transparency, leading to better decision-making and are key drivers of good public sector management."

This year there were ten nominations received and Awards were made to the following agencies.

Winner - Australian Pesticides Veterinary Medical Authority

The Australian Pesticides and Veterinary Medicines Authority (APVMA) is the Australian Government authority responsible for the assessment and registration of pesticides and veterinary medicines and for their regulation up to and including the point of retail sale.

APVMA has taken an innovative approach to integrating its risk management framework within its existing performance reporting methodology, which is based on Kaplan and Norton's Balanced Scorecard approach.

Highly Commended - Grains Research Development Corporation

The Grains Research and Development Corporation (GRDC) is a Commonwealth Authority which invests in research, development and related activities to benefit Australian grain growers, the wider grains industry and the Australian community.

GRDC has a comprehensive risk management framework with methods and tools for the management of risk standardised across the organisation.

Honourable Mention - Department of Employment and Workplace Relations

The Department of Employment and Workplace Relations (DEWR) provides the government with high quality advice, programmes and services that provide effective labour market assistance and higher productivity in the workplace.

DEWR was the lead agency in the implementation of the government's Welfare to Work initiative announced in the 2005 Budget. DEWR developed a comprehensive risk management framework to support the implementation of the Welfare to Work initiative.

Honourable Mention - Centrelink

Centrelink is responsible for the delivery of a range of Commonwealth services to the Australian community. Centrelink works in partnership with purchasing departments, human services providers and community organisations to deliver these key services.

Centrelink was responsible for the program implementation aspects of the Australian Government's Welfare to Work reforms which came into effect in July 2006. Following the announcement of the reforms in the 2005 Budget Centrelink established a small taskforce to ensure the successful implementation of the reforms and the integration of the changes into normal operations. It was intended that this approach would improve consistency and ensure that program implementation was consistent with policy intent.

Honourable Mention - Special Broadcasting Services Corporation

The Special Broadcasting Corporation (SBS) is a Commonwealth Authority that provides multilingual and multicultural radio and television services to inform, educate and entertain all Australians.

SBS developed and implemented a detailed risk management program in preparation for and delivery of its coverage of the 2006 FIFA World Cup in Germany. Risk assessments were carried out throughout the project based on the Risk Management Standard AS/NZS 4360:2004. Senior management were involved throughout the project and a final independent verification of the risk management process was undertaken by the SBS internal auditors.

Honourable Mention - Department of Transport and Regional Services

The Department of Transport and Regional Services (DOTARS) delivers transport and regional services policy, regulation and programmes that foster an efficient, sustainable, competitive, safe and secure transport system and by assisting regions to manage their own futures.

DOTARS has undertaken the development of an enterprise-wide risk management framework as a specific project during 2005/06. This has involved acquisition of in-house risk management expertise, engagement of a consultant to provide expert advice and facilitate workshops, purchase of risk management software and consultation with a range of other agencies to draw on their experience in similar projects.
